Austin bought the freight lines and leases them back to freight companies.  I bet CN would love to dump the lines on HRM, as there is possible $100 million dollar bill coming to replace all the railway bridges in the South and West Ends.  Cost sharing agreements on bridge repair could be tied to CN relaxing its costs on light rail using the railbed.

I wonder how much of the heavy rail line there is purpose-built to allow LRT as well. There are different requirements for grading and turns, I think.
